Project Appreciation and Objectives At an Underground Assets Workshop, industry needs relating to deterioration, Key Performance Indicators (KPI) and risk assessment for buried infrastructure assets were identified and defined. It was recognised that a significant number of the needs could be achieved by updating the Sewerage Rehabilitation Manual (SRM) to provide, for PR09 planning, a Capital Maintenance Planning Common Framework (CMPCF) compatible approach to sewerage rehabilitation planning. Benefits to Clients A completely revised and updated SRM provides: - Practical guidance that will support implementation of the CMPCF.
- A basis for cost effective management of sewerage assets.
- Critical sewers redefinition - to include those with the potential to impact the environment and customer service.
- A strategic planning tool, at the Drainage Area Plan level or lower, as appropriate.
- Help to comply with the planning needs of the Water Framework Directive (WFD).
- Best practice for dealing with flooding and surface water systems.
- Guidance on whole life costing and cost benefit/effectiveness.
- Advice on specialised rehabilitation techniques for small diameter sewers.
- Improved data and analytical approaches to understand and manage sewer deterioration.
Work Programme Volume 1 - Strategy - Map the SRM approach onto the CMPCF.
- Explore interactions between the SRM approach and the WFD, as well as implications on integrated urban drainage management.
- Explore the potential to develop a sewerage operational approach equivalent to Distribution Operation and Maintenance Strategies.
- Identify appropriate levels of detail (granularity) for collating KPI data.
Volume 2 - Planning - Revise approach to defining critical sewers.
- Provide guidance on likelihood of failure.
- Develop guidance on predicting future performance.
- Develop guidance on costing approaches.
- Provide updated guidance on data gathering, inspection techniques and data management.
Volume 3 – Sewer Renovation - Expand guidance on rehabilitation techniques.
- Review structural design methods.
Project Output Comprehensively updated version of the SRM in three Volumes. A network version was made available, as well as electronic and paper copies. Related Work WRc has been responsible for the research and development involved in the SRM and its associated fields since its conception in 1974 to date. Duration: 2 years
